Improving human resources should not focus on teaching students how to speak good English or producing obedient workers. It’s about harnessing the capabilities of the young workforce to serve the actual needs of society.

True. Unfortunately, to often, HR is fairly poorly done. Toyota Talent is a great book on the subject of building your capacity through developing your people.
