Tuwing Marso hindi na bago sa ating mga pinoy ang makakita ng "Congratulation Graduates" mula sa mga walang kwentang politiko. Nakasabit ito sa Kalsada, eskwelahan, simbahan, pedestrian crossing, beer house, hotel, motel at kung saan-saan basta maraming tao makakakita kahit sa lugar na wala silang pakealam...
