All Call for LTO Mandaue City, Cebu to clean their office!
Okay, here’s my story about the said office – LTO Mandaue City, Cebu, Philippines - spearheaded by Mr. Rolando Bohol. Just a brief information about the complainant, a night walker, nocturnal and blogger. I spend my time at night working for a BPO company located at IT park and residing 10-15 kls away from the City or the place where I work.
Just recently I decided to renew or get a new (SP) Student Privilege because I was planning to purchase a motorcycle since I’m staying away from my workplace. After 8 hours of working on graveyard shift and a few ‘offer’ time because had a lot of deadlines to beat I immediately went to (LTO) Land Transportation Office – Mandaue City, Cebu. I was there around 2:00 pm. The first thing I noticed upon entering the compound was a large tarp was placed in front ‘LABANAN ANG FIXERS’, in red text! That’s quite visible for everyone. Well the add is too good to be true I tell you.
I went inside followed the instructions from other clients and submitted my papers to window 2 for evaluation. Now, the problem starts here. It’s almost 4:00 pm that my name was never called. Now why is that? How long would it take for them to evaluate two papers? Okay, I waited still fuming with madness already. Now this is what I noticed, kaya pala their stupid-grumpy-corrupt employee can’t expedite the processing because he was entertaining fixers and other request from the people inside the office to expedite his/her friends papers. WTF! I was waiting and not just me. We were falling inline because we respected the office but the their employees didn’t respect us!
My observations? Now this is interesting…. right in front of me, meaning in window 3 where your photo is taken, the giving of ‘hingi’ or ‘lagay’ or whatever you call that took place. F*CK! Walang respeto talaga. I saw it with my own eyes this certain fixer gave a certain amount to the person in-charge of that window sabay sabi “palihog unya ko sa akong gipalihok ha?” Now that totally sucks!
My suggestions?
- Have those old employees removed from their post instead have them do the ushering.
- Don’t let the fixers get inside the LTO compound.
- Replace those old employees with casual employees.
I hope this comment will be heard because thousands of call center agents and employees working on graveyard shift will also be your future clients.
Mr. Rolando Bohol, If you can’t get rid of those corrupt frontlines better look for a new post.
hi i just want to warn to those people that looking for a driving school. please dont go to ” LA PUERTA DRIVING SCHOOL” because they will just fool you, because last week i ask my father to get student permet, so that he can apply for international driving license. they promise that they will help my father to process
a student permet, but after he pay 1, 500 for 5 hours driving they dont bother helping my father to assist him.they just make excuses,

Kana butang2X LTO-7 nga notice “BEWARE OF FIXERS” sa tanan nila nga mga district/extension offices minaut o HYPOCRITICAL lang na, kay ang mga fixers mga INSIDERS ra or bata2X ug mga LTO insiders. Gibutang na nila nga notice para ang mo-transact sa LTO modiretso nila ug pa-fixer ug gamay or wala na silay bahinan sa “FIXER FEE/PAY”. Trabaho man unta na sa mga taga-LTO ang pag-process sa imo papers either for registration of vehicles or license, LAST PRIORITY ra na imo transaction kung wala ka agi ug FIXER. You can prove it yourself, that even after 4 PM, the cut-off of most govt offices to receive payment, ang CASHIER nag-overtime pa to process the OR and/or CR of either from those who paid “FIXER FEE/PAY” or your transaction in the LAST PRIORITY because you did not give EXTRA AMOUNT. This only one of the many form of KURAKOT of LTO personnel.
Another form of KURAKOT: Di ba kung magpa-renew o magparehistro ug bago nga sakyanan, one of the requirements is must have a Certification from the MVIS, Ang gibuhat sa tanan nga mga LTO-7 district/extension offices nga Registrar, kung mo-submit ka ug mga papers nimo unya wala kay MVIS Certificate, they will tell you that will just be the one to secure this Certificate, pangayuan ka nila ug MVIS Payment ranging from PhP500 to 750. Actually, your money supposed to be payment for MVIS will not go to the MVIS Office but to their OWN POCKET kay ang MVIS Certification dili man accountable form or is not an online LTO requirement. Unya kung magpa-MVIS man jud gani mo, you challenge the necessity of subjecting you vehicle for MVIS testing, coz if indeed MVIS is necessary, LTO should also consider the necessity of hiring “regular” INSPECTORS. Try to ask, kana tanan inspector diha MVIS, dili na employee sa LTO, duha (2) ra jud claro nga regular employee, unya naa ra sa office, dili mo-inspect, mo-sign ra sa Certification. Dili ka makapangutana, sa kadaghan inspector diha MVIS trabaho lang sila nga wala sweldo kay wa ma-hire sa LTO? Kung naa man gani mohatag nila ug “SWELDO” kinsa man? Diin man sab na’g kuwarta ang gahatag nila ug “SWELDO”? Di ba lain nasab ni’ng style sa KURAKOT?

O thanks god at last somebody had made this. I agree with that, I also had a bad experience in that Mandaue LTO. In fact I was there in the morning start to 9 am untill 3 pm then nothing was happened, o yes it is my name have been called in the last hour, so it so freaking. Then I was being told that have to be back the next day for examination, then I did. I was applying for my driving license to start my driving lessons. Then here what’s happening inside thAt BOHOL OFFICE. Of course, im not dessagree with the examination, thats normal but how FOOL TO HAVE THAT EXAM WITHOUT SEMINAR! Then I ask BOHOL, do I really need to take this? And he said yes, everyone are taking that, so to be fair i have to do also. But how the new aplicant pass the exam without seminar and you have to pay for 165 pesos if im not mistake. in my mind, Its easy but but how can I know all the signs or international sign that I haven’t been in the touch the wheel yet? Somebody help me, hes friend of course but nothings happened. Only 3 points i lost to be fail. before I took that exam i was very close to give that BOHOl a money 2k just to process my license but i did not do that. because I seen in own eyes in hes office that one white man A GERMAN I think because I can heard it in hes accent, that BOHOL said to the one employee that work this paper, this is for my cousin. How come BOHOL??? I sugest for you MR. BOHOL its better to to ask directly a money or lets say that this office is accpeting the papers only for those your cousin, with money inside thier pocket ( although not your real cousin) you know know guys what I mean. To fair with anyone at least hndi na magmukhang tanga sa gawas at maghintay ng ganun katagal at wala ring palng mangyari.

Mga sirs, any info where we can file a direct complaint about LTO personnel? I am trying to secure a Regional Clearance from LTO main office here in Bacalso Ave. Cebu City which I will be using to get a new plate from Carcar. I recently lost my plate. I have yet to receive the clearance and it has been four working days. Way klaro sa proseso. Wala pong sistema dyan sa LTO Cebu Main and I will share my bad experience on a latter time. So far all I can say is I am still in the middle of this nightmare and that place is in total chaos. I heard from one of the radio channels here that Cebu is vying to be one of the premier cities here in Asia. Anu to? Payabang na naman ng mga taga Cebu? Sorry if I sound antagonistic against the people of Cebu but you seem to need a lot of house cleaning to realize this. Why don’t you start with your LTO because that place stinks!!!salamat po.

Pero bitaw nag renew man ko lisensya about 3months ago nakaabot kog binaktas anang Mandaue LTO. Akong lisensya Pro to sya nya expired na sya last 2006 mao to nga ako gusto ipa renew kay mangabang pod kog sakyanan tuyok-tuyok cuidad sa Cebu. igo lang jud pag liko pa-wala sus mura lagi kog gitabangan og Potyokan sa mga Fixer. Nya naa usa ka fixer nga ning gunit sa akong kamot kay ngatod pa niya mag pa drug test sa daw ko una. iya ko gibitbit didto sa may gawas nga clinic. Pag sulod nako sa clinic kita nako daghan tao nag hulat nya walay na koy malingkuran. Gi-ignan nako tong Fixer “Ngano gidala man ko nimo dire?” ngatod pa niya mag pa drug test ko una para diretso na inig process nako didto sa sulod sa LTO. huna-huna nako kinsa ka ba mo ingon nako mag pa drug test nga wa pa may nag sugo nako mag pa drug test. Ning-gawas ko sa Clinic diretso ko sa Gate nya nangutana ko sa gwardya kung asa dapit ang HELP DESK nila sa sulod. Nangutana man noon nako ang gwardya og “ngano man?” ingon ko mag pa renew ko sa akong Licensya. Nya gi tan-aw nya akong lisensya tapos kalit ra man noon gipasa sa hang-gaw nga gwardya akong lisensya sa tapad nya nga Fixer man diayng kagwang. Tapos ingon nya sa gwardya “O kana para renew daw”. Sus perti ra ba jud inita kay alas 11:00 sa udto samot jud kalabad akong ulo. Ni adto ko sa sulod nangita kog HELP DESK ni adto ko sa may Window nangutana. Unsa man noon gasunod-sunod man noon ang Fixer nya gibalibaran nako nila di daw sila mo renew didto sa Main Office ra daw.
Mao tong ni dalikyat nalang kog adto sa Main Office sa may E-Mall. pag abot nako didto ang Fixer naa gyapon daghan pero naa ra sila sa gawas di na jud sila kasulod. Nya daghan ilang mga Notice gipang paskil sa mga koral og paril. Nangutana ko sa gwardya asa dapit ang para sa renewal diretso ra gitudlo ang pultahan asa agi nya sa pultahan naay babae nga HELP DESK nila. Gitagaan kog Form pil-apan nako tapos gipa take kog DRUG TEST(approx. 15minutes). nya kay Pro man ako lisensya gikinahanglan og Actual og Wtitten Exam(2days ang actual og written) nya kay ga dali pod lagi ko napugos nalang kog pangutana kung pwede ba nako magamit akong Saudi Drivers License ingon dayon tong taga Help Desk nga pwede pero e-downgrade nila akong Pro to Non-Pro tapos makuha dayon in minutes akong lisensya pero Non-Pro sya og wala nay Actual og Written. Ako ra nabayaran tawon wa ra kaabot og libo mga almost 800+ kay naa man koy penalty nga 3 years. wala pay usa ka oras ko didto sa LTO Main Office ni gawas ko bitbit na akong new Non-Pro Drivers License.
Share lang ni nako pero akong suggestion sa mga Cebuano adto mo sa Main Office LTO sa may E-mall nag kuha o renew og Drivers License pero ayaw lang mo kompyansa sa mga gwardya pangita-a jud ilang Help Desk.

Sa’kin naman ay sa LTO Region 7, Cebu City.
Nag apply ako ng Non-Prof license noong Oct 4, 2010 at natapos kinabukassan. Maganda naman po ang proseso, kaso ngalang nag browount/blackout kaya nag hintay ako/kami ng halos hanggang 6PM para lang makuha ang license. Kinabukasan ko na tinuloy ang pag proses, kaya sa OCt 5 ko na natapos ang proses.
Nakaka inis pong isipin kung bakit hiningan pa ako/kami ng tig 100 para lang maka pagtest drive ng Motor Vehicle (para sa Restriction 1), at 250 para sa mga kasama ko na Restriction 2 (for drive testing din). Ang masama pa nito, walang resibong binigay kahit humungi ako. Ang sabi lang e, sana nag dala kana lang ng sasakyan mo para hindi kana mag bayad. Hindi na lang ako umimik dahil baka pag initan pa ako at mas lalong patagalin ang lisensya ko.
At isa pa. ang sasakyan na ginamit pang test drive (for Restriction 2) ay may naka lagay sa likod na LTO – Student Driving. Kaya ang akala namin, kasama na sa mga binayaran namin ang pag tetest drive. Ang sa motor naman, may isa na silang tao sa labas ng gate para sa pang test drive. Malamang personal na motor nya ‘yun (dalawang motor na Mio), kasi walang naka lagay na LTO o kahit anong mapag kikilanlan. At syempre, ang test drive para sa motor ay dun lang sa labas ng gate nila, na kahit 1-way ay pinilit pa din nila na magtest drive dun.
Jojo ang nickname ng nagpa test drive sakin (Motor: Mio) na may ID naman daw ng LTO.

Bag-o lang nag file ko ug renewal sa akong rehistro sa motor. Sa mga niagi, ang taga RUSI man ang nag process kay utang man. Pero karon naimpas na, ako na mismo niadto sa LTO. Gisugat dayon ko ug fixer nagpaila nga ‘Dodong” Warlito diay real name. Siya kuno bahala makuha dayon nako hasta sticker mao nihatag ko sa iyang gbungat nga kantidad. 500 sa MVIS officer kuno, 100 sa iyaha, 100 sa cashier ug 600+ sa fee. Mao ako ghatag sad sa iyaha ang mga requirements (smoke emission test results, CR,OR,insurance) pero hangtod karon wala nako mkuha ang akong rehistro. Nagbilin ug number apan dili makontak, kung akong adtuon wala matod pa sa insurance company agent nga iyang g refer pud sa akoa.
TERRIBLE.
WE WENT MONDAY MORNING 9AM TO GET A COPY OF OUR LOST C.R. – WE ASKED ALMOST EVERYBODY WHERE THE RECORDS IN CHARGE WAS.
“DONG/DAI MOARI RA TO SIYA HULAT-HULATI LANG” BEFORE 12 NOON WE WENT OUT TO GET LUNCH.
WENT BACK AT 1 PM. THEY SAID “NAH NIANHE MAN TO MGA HAPIT NA ALAS DOSE” PFFFFTTT***!
ASKED IF THEY HAVE “HER” CONTACT NUMBER JUST TO VERIFY WHEN SHE WILL BE BACK (WE’RE WORKING TOO) RESPONSE: “WA MAN MI KABALO YA CELLPHONE NUMBER” (YOU DON’T HAVE RECORDS OF YOUR EMPLOYEE?)
WAITED FROM 1PM UNTIL 4:15PM – PISSED OFF I ASK THE PERSON SITTING AT THE RECORDS WINDOW.

(MY HUSBAND HAD TO GO BACK AND FORTH BECAUSE OF THEIR “REQUIREMENTS” FOR LOST C.R., EVERY 1 STEP FORWARD ITS ALWAYS A DIFFERENT REQUIREMENT)
FINALLY! RELEASING WINDOW – “SORRY DILI MA PRINT, GUBA AMOA PRINTER, BALIKI LANG UGMA”
THIS IS ONE GOOD EXAMPLE WHY PHILIPPINES WILL NEVER EVER SEE PROGRESS. SOME GOVERNMENT SERVICES IS APATHETIC.
AS USUAL… I JUST HAD MY PATIENCEAND HUMILITY ALREADY WHEN I APPLIED MY DRIVER’S LICENSE COZ I KNOW.. EVERYBODY IN THEIR OFFICE IS CORRUPTING…. AND THEN , IN A SECRET WAY, I TRANSACT IT DIRECTLY TO THEIR DEPARTMENT HEAD WITHOUT HIS CONSENT…I USED TO DISGUISE TO BE A GOOD FILIPINO AND DRIVER TO HAVE A LICENSE.. SO.. WITHOUT FURTHER JUSTIFICATIONS, SO THEN I PAID LESS THAN WHAT THE MINOR FIXER DOES.. I ONLY GAVE HIM.. 50% OF THE TOTAL ORIGINAL APPLICATION FEES… PHP 1,000 ONLY WAS THE CASH IN MY POCKET …HEHEHEHE
