So, here’s the thing. The National Disaster Coordinating Council (NDCC) reportedly deployed 35,000 personnel in Northern Luzon to prepare for the coming Typhoon Ramil. Pagasa said the typhoon is expected to hit Cagayan by morning of Friday (Today). Provinces have been placed under Storm signal no. 3, including Ilocos Norte. The entire Northern and Central Luzon were placed under storm signals because the typhoon is expected to pass these areas by today going to the South China sea. While another...
