Martial Law declared in Maguindanao

As what has been talked about for days, Mrs. Gloria Macapagal-Arroyo has placed the entire Maguindanao province under martial rule. This is the first time that Arroyo exercised her full police powers under the Constitution, signing Executive Order 1959.
