Congress to craft rules for Joint Session

Speaker Prospero Nograles Jr. says both the Lower House and the Senate will meet today to craft the rules for the joint session tomorrow. In an interview by Ted Failon, Nograles Jr. says that this is the first time that both Houses will craft such a rule for a joint session under the 1987 Constitution....
