From mass murder to rebellion

Okay. I really don’t find the declaration of martial law as a good step to solve the Ampatuan Massacre. After all, the Constitution only states that there are two situations where a martial law can be proclaimed, either if the state is under invasion or rebellion. Obviously, the situation goes...
