New City Engineer

As chair of the Committee on Appointments & Government Reorganization, I sponsored yesterday at the City Council the Concurrence Resolution for the appointment of our new City Engineer.
Mayor Rody Duterte named Engr. Jose Dureza Gestuveo, Jr. as the new head of the our engineering office. His plantilla position is City Government Department Head II that carries Salary Grade 26 with P327,000 pay per annum.

Paking Rabat

At the City Council this morning, I learned from media colleagues that former basketball star and veteran politician Francisco “Paking” Rabat of Mati, Davao Oriental passed away last weekend. He was 74.
The Davao Region lost one of its most colorful leaders. He served as Vice Governor and Governor of the Davao Oriental Province during the martial law period. After the people power revolt that threw away his close friend Ferdinand Marcos in 1986, he became mayor of the capital town. Mati bacame a city last year just in time for Paking to retire from politics to give way to his daughter Michele, the new city mayor.

Manny Pacquiao running again

In boxing, my Guardian bro, Manny Pacquiao has moved in different weight classes to chase his dream for glory. He now has four belts, the most by any Asian, and he is also considered as the best boxer around pound-for-pound.
He was, unfortunately, KOed in his first political match in General Santos City last year. But now, he plans to make a political comeback and adopt his boxing strategy of moving. This time, moving from one place to another.
Jeepney-bashing

I do not agree that mass transit systems like Metro Manila’s LRT/MRT will cause buses and jeepneys to stop running and just phase out.
The prognosis of this DOTC official is simply outrageous. He said “buses and jeepneys will voluntarily leave Metro streets” once the government complete its railway system.
The rail system cannot simply accommodate all commuters in Metro Manila. In fact, today it is running at full capacity and its operators plan to acquire more coaches.
In Davao, a university professor proposed that the city government adopt a bus system and do away with jeepneys.
During the 1970s, many subdivisions in the city have their bus system mostly owned and ran by homeowners associations.

I read an article on the pollution of Manila Bay, which costs about Php 4 billion annually as a consequence of degradation. The major causes, as the article expounded: overfishing, pollution in coastal areas—thereby limiting tourism and other recreational uses—results in this equivalent monetary loss.

Join the BLOGSWARM Towards Maritime Safety to create awareness on the state of Maritime travel in the Philippines. The poor sector are affected the most and exploited by greedy shipping line owners made worse by corruption. There is a need for bloggers to come together to improve the situation on the following:
- The Philippines being composed of 7,107 islands maritime is the major form of transportation of the majority of the poor people.
- The industry is poorly regulated with so many agencies involved but lacking in equipment necessary to make maritime voyage safe and secure.
- Poorly managed shipping lines and poor regulation by so many government agencies.
- Poor record keeping by the shipping lines such as passenger manifest, overcrowding, inadequate life saving equipment and carrying toxic material cargoes in passenger vessels sacrificing passenger safety over profitability.
- Poorly funded infrastructure such as lighthouses, global positioning devices and distress signal system, rescue vessels for immediate response.
- Lack of political will to comply with International Maritime Organization safety and liability standards. Not as single maritime casualty investigation report has been submitted to the organization despite having a Filipino elected as secretary general as mandated under the terms of its membership.
- Passengers and ships are poorly insured lacking P&I coverage due to the ships poor condition.

I had to renew my Drivers’ License yesterday. It will be expiring this weekend *hint hint*. Good thing my dad brought me to LTO Aguinaldo/Cubao where there are significantly less people, cars and fixers. I abhor bureaucracy and its inefficiency and a crowded office makes it worse. I passed time waiting for my turnS (with an S because you have to wait for your turn several times as you have to go through several windows for processing, verification, cashier, 2 pictures and signatures, drug test and medical examinations etc. etc.) watching the Lakers-Celtics game (Go Celtics!).

I was watching Channel News Asia’s morning show this morning. I was surprised to read on their running headlines that incumbent Zimbabwe President Robert Mugabe wins re-election. This happened after his opponent Morgan Tsvangirai back down his Presidential candidacy to prevent more violence and killings targeted to his supporters and political party.

What Constitutes You

It has been a habit since we’ve been partners in school to go out and shop after we get our shy pays. We can actually used it all up in one mall visit. There’s food, clothes, “unnecessary” things and more food tripping.
Then we decided to use some of our money to buy books. More deserving of our pays, I think. Thank God there’s Book Sale. You can find books as low as Ph30.00, like I did. I bought two hard bound books, one is for Php70.00 - Little Doors by Paul Di Filippo and After Dachau by Daniel Quinn for only Php30.00. A hundred bucks for two hard bound-used books (they’re clearly looked unused to me) is such a good deal to pass up.
I’m a one sitting reader. If and only if, I find the book really really interesting. There are stories that I can’t stop reading, and would only leave the book open to go to the bathroom or eat. And After Dachau is one of those worthy books for my time. My hundred buck purchase didn’t disappoint me at all. After Dachau is sucha good read if you’re into Reincarnation and English History. It is fictional and at the same time very informative on historical matters that dated back during 1920’s.

In one of the Philippine Daily Inquirer articles just last month, I read with interest the story about policemen taking the roles of teachers in far-flung areas with insurgency problems. They teach with gun on the side and chalk on one hand. The former is true while the latter is, well, just a thought, considering how anorexic the budget for education has been going on for years. But that’s another story. This is the story of how children cope with their pressing environment and of how “human adaptation” is worth thinking over.
On the “Abduction” (or Kidnapping?) of Ces Drilon

In case you’ve missed it, there’s this storm that hit the media more recently, It’s about the “abduction” case of Ces Drilon, the noted journalist from ABS-CBN. Early reports indicate a request from ABS-CBN to the media to make certain “restraints” on issuing details about the case so as to protect Drilon and her crew, along with Octavio Dinampo, a professor and a member of the MNLF senior Shura. As of this time, negotiations are under way.
